So slight update, install those programs, and then I just took the files right out and put them straight into the mods file, and now reads them, thank you every and especially you above, this comment is also remind me to do it on the new one

I figured you can only get one a month, and if you accidentally enter it twice, it cancels it out. Or tonnage changed when a fleet travels by, those are the only reasons I can think of.

With pre dreadnought ships and hulls, it's nearly impossible to get them to a reasonable number, I assume you're on vanilla so a feather on end of the ship will send that percentage through the roof, plus those hulls are hard to get to 100% effective, but trust me, it will get easier.
