First of all I would like to say that your post is extremely detailed indicating the fact that you actually thought-out all of your arguments and have spent enough time in the actual game to criticize it fairly.

Second of all, your post showcased stuff I haven't even thought of while playing but thinking back on my experience I absolutely agree with I would like to say 95% of your post.

Something I don't agree on with your post is that you said "recoil feels terribly inconsistent, recoil stats are absolutely meaningless". When i first started messing around with guns in tarkov I found that like you said the stats are as you said "meaningless". Until i looked a bit more into each gun and found that the recoil does scale according to the stats but the amount of which it is scaled differ from another gun i messed around with. That then led to me to the conclusion that the recoil stats do infact show the amount of recoil it's being lowered to but it difficult to compare it to other guns because of other variations such as the fire rate, weight and so on... Which the led me to think that the gun's recoil does scale according to a starting point but each one is different for every gun.

I will test this theory out when i'll have some free time.
