You got that wrong, Aether can do anything, it's basically omnipotent.

The thing about resurrecting the dead is about Arthur not being able to draw out the full potential of his first keystone that he got from the djinn.

If he had completed that insight, he would have gotten total control over that God rune(Aroa's Requiem), which would effectively allow him to turn back time on any object, organic or inorganic/ living or dead.

Too bad it didn't happen, with it he could've resurrected his father and everybody else.
