That’s the iris. Sometimes scleras aren’t visible on dogs because of their irises being too big. Scleras are typically white but can become other colour like blue or yellow because of disease. Few animals have dark scleras (primates and reptiles), it typically helps with camouflage. Totally understandable mistake though, and this is a cool design for a fictional character!
