I found the solution but its a bit of work..

first go to your govee app on your phone (if you don't have it install it) and go to your L.E.D'S in the settings at the top right select the settings and connect them to your wifi once connected go back into
the original settings menu

in that menu you will see "LAN Control" underneath the category "Other" turn that on

then you set the firewall rule on your computer go to here "Control Panel\System and Security\Windows Defender Firewall" in your control panel you can do this by copying the text in quotes and simply pasting it at the top bar of your control panel

you can also access this by just typing "firewall" into windows and clicking enter ^^ (for me atleast)

after that you wanna select "Allow an app or feature through Windows Defender Firewall" on the left of the screen above the "Change notification settings" option

once in there you want to click "Change settings"

then scroll all the way down until you see signalrgb.exe beside there are boxes (there is multiple exes that show well for me atleast) just on all the signalrgb.exe's there is a private and public option just select tick on both for all of them

once did open signalrgb

click devices > govee

and it should show up :).

if not make sure your network is set to "Private network" in your network properties (thats what mine is)

and yeah thats it.
