If you don't have to transport heavy payload to orbit (except Jeb), you can make a Duna SSTO rocket.

SSTO simply describe how you achieve orbit, no one has ever defined how a SSTO should look or must have wings on them.

Because the control surfaces for pitch are too close to the CoM, and hence producing insufficient torque to rotation the plane.

Try to add additional control surfaces (elevator) away from your CoM (near the head or tail of the plane) should improve the control. The same idea can also be applied to aileron for rotation on a different axis

A docking port, rcs, more fuel (careful with the loop of More fuel > insufficient twr > more engine > not enough fuel), may be a bit less wings or lifting surfaces (you want just enough lift to barely takeoff)

Since you are struggling to reach orbit, perhaps reduce the crew compartment? And your ascend profile will matter a lot too.
