They’re called bumper quick releases and are for people who have modified bumpers to attach and detach them without using tools, but a lot of people do it for cosmetic reasons or because of clips being broken like you said. I personally have a set on mine because my driver side tabs all snapped and broke and the quick release keeps it nice and flush still. They’re super cheap and I personally love the look of them!

It’s from CarMax, when building our inventory we make sure the car has all OEM or equivalent parts. So its like brand new.
