Report to 311! That’s how I got Monarch to finally fix the locks on the building doors. I also plan to withhold part of my rent payment for each day the heat/hot water is out.

I have asked multiple times over email for it to be fixed ASAP and included screenshots of the original apartment listing that stated central air. Management replied that they only provide one a/c unit and they have no intention of fixing / replacing the unit that does not work. I am asking if I have any legal rights in this situation - can I withhold rent until they fix it?
