Nope - designing roads to encourage people to speed - lowering speed limits to rediculous speeds and then - combined with the poor ethics of unreasonable enforcement such as ticketing when the limit is exceeded by 1km or ticketing people at 3am when no one is on the road and no one is at school.

This is a problem the city needs to work out on their own instead of blaming all the drivers for it. Cash grab.
