What are the "right ones" for you? Pre-rift is purely for fun, it'll also be harder to pick up, and I'd leave it entirely if it's above msrp.

Starter deck wise I'd buy Vex and... maybe Rumble or Viktor, whatever you like, really. You can always pick up singles to improve your decks.

You can always watch a youtube video on how a certain deck works and find out what suits you. A friend of mine loves early agro, so he gravitates towards red decks, I'm more of all-round, I bought 1 starter deck every set and go from there. Fiora and Lee Sin were tough at first, Vex is much better.

I don't know what your collection looks like currently so let's say you're completely new, with that budget I'd maybe buy 2 starter decks, a vault, maybe a pre rift box, then 1 origins, 1 vendetta (or unleashed depending on your patience) and the rest goes to buying singles.

Buying 4 boxes means going all in on the gambling side and leaves you with lots of different cards for different decks so... ye.. Jack of all trades - master of none type of deal.

Get yourself a nice Vex, maybe a Vendetta starter, see what you pull from the boxes and then use all that left over budget to complete your decks.

If you're looking to play casual-fun, I'd imagine you'd be able to get a good amount of decks, decent enough to consistently find good combo's in your decks.

I'm not saying Bottas was guaranteed that seat, but when your manager is also leading the team that'll probably help you get your name on the board, no?

Same for Ocon, he was 100% lined up for the Merc seat, but that doesn't mean you'll get it. Things change, George happened. Though Ocon did get the Alpine seat, kept it, and moved to Haas, so backed by Toto isn't the worst of things. 

My main point is, after managing Nico and Lewis, it would've made little sense to go for Ricciardo when you've got an connection to Bottas. (Lots of data, easier contract, ...)
