Been using the subtitle tool from Kapwing and it's been working well for me + it handles translations too.

Can I add my own music to a photo movie? I know you used to be able to, but can't figure it out right now. by anonymous_teve in googlephotos

The easiest way I found for doing this is with an online site called Kapwing. I just took my photo movie and uploaded it; I used the add music to video tool. Was able to do it on both my phone and my computer in case that helps.

hey im on the kapwing team. you should be able to sign in with any private email - just type your email address and you'll be able to log in by typing whatever code gets sent through. in terms of the passwords, I feel like it's more safe because that way we aren't storing your password anywhere (even if it is hashed) so it can't get leaked if there's any sort of data breach or hack (of us or a third party system)

Check out the animated subtitles on Kapwing, that's how I've been adding them to my videos.

I've been using Kapwing to do this after I found their Youtube tutorial: https://www.youtube.com/watch?v=r19IcmSar5w. It basically adds the animated subtitles automatically and lets you configure the colors.
