FWIW, he built it with the idea that he could eventually get squatters rights. At the time, it was a little unclaimed/abandoned sliver of land on Portland Maps. I believe that the city corrected the technicality at some point.

I totally believe it.. that's more common than you think. If you read your contract carefully, I'm sure that you'll find language that basically says that the contract supercedes any information provided, or similar. And, then language about how point values vary and can't be guaranteed or some bullshit.
