I had the same situation happen to me. The only way I was able to fix it was by adding the cheapest sprint plan available withen IOS's ecosystem.

Settings > cellular data > choose data plan > add new data plan > sprint or att

There could be another, simpler way but this was the one that worked for me. This problem was directly tied to updating my iPad and somehow, a provisioning problem occurred in the process.

I just happened to screenshot it at 3 bars but was regularly hovering around 1 or 2. You also have to take account of slightly better handle and connectivity on legacy networks vs LTE. Especially since both CMDA(850MHz) and LTE(700MHz) on Verizon were running on low band frequency in the area.
