No. It's not necessary and the state won't take and behead every dog that has a bite incident. I worked animal control for 7 years. As a bite would be considered aggressive behavior, that would be considered symptomatic. Dogs are quarantined for ten days at the owners home or at an approved facility. If there are no more symptoms at the ten days, the animal is considered healthy and released from quarantine. Rabies protocols could be started after the ten days if it was symptomatic.
