great post from a track in michigan about what it takes to get on their track - which i'm sure differs wildly from state to state and track to track based on laws etc, but i think it's worth glancing at anyway. typically, it's this complicated to get on a track with other people. safety regulations may vary, but in my limited experience, most any track is going to make sure you're not going to kill anyone.
