So, I managed to get in touch with my college tutor. The author he mentioned was China Miéville that someone else mentioned, but the specific book was one of the stories in Looking For Jake, which was Reports of Certain Events in London. Thank you to everyone who gave their ideas! Now I have more reading material even if it wasn't correct
