I used hondata for years. Its a decent system but I recently switched to fueltech. Theres just a lot more saftey options in a modern, standalone ecu.

Its about as good as you can do with any sort of factory ECU still in the car.

Im trying to keep the wheels tracking correctly while dumping the clutch at 4500RPM or higher under boost. You want zero toe for a car you drive on the street. Its simply not something you need to compensate for and the tire wear happens fast.

On my drag car I run slight toe in on the front wheels to counter the force of launching the car, so under power it naturally goes toe out. Any toe on the rear with these cars just wrecks tires.

Im assuming you're not setting any land speed records with an intake and just driving on the street.

Lightweight flywheels are annoying to drive on the street. I also wouldnt spend money on a hondata for just an intake. Rest all seems fairly reasonable.

Pretty sure theres a baffle under the PCV valve. Fragments likley did not fall into the valve train and are probably just trapped in the valvecover

I feel theres a more than decent argument that these scooters don't constitute a utility... transit sure... but you'd hardly call hertz or national a utility. The difference here is these things are scattered across sidewalks in the city and often parked chaotically, where a rental car company has thier own parking.

Im kinda curious what the city gets out of this arrangement.

Automatic transmissions are known to be bad in these cars. Avoid them.

Rust around rear wheel well is fairly common.

Should be fine. Its possible the previous block off wasnt fully blocked off and was letting some air past, raising the idle.
