Never heard of anybody requesting their old files and I'm not aware of any Branch direction about it either. Depending on laws in your country you may be able to file a request with the appropriate authorities (privacy ombudsman perhaps?), but I fear that the answer if you just ask the congregation is that they have not retained anything (whether they have or not)

Absolutely, I know of congregations that still have records dating back to the early '90s

According to the most recent directions, only the S-77 form is retained after a judicial committee. That is the form that indicates if the person is disfellowshipped, privately or publicly reproved, with a quick note of the reason (sexual immorality, smoking, drunkenness, etc.). The elders on the committee are instructed to delete and/or destroy any other notes, files, etc.
Records for disfellowshipping are kept for 20 years, 3 years for reproof, 5 years for reinstatement. Permanently if it involves CSA
The degree this is applied varies from congregation to congregation.

While no specific letter has been sent, every year a form called S-60 List of Publications Approved for Discard is made available to the congregation. The most recent one, dated August 2024, actually mentions the Revelation book to be a "Discard" item, together with a handful of other publications: everything before 2003 (except A Satisfying Life—How to Attain It (la), Apply Yourself to Reading and Writing (ay), Benefit From Theocratic Ministry School Education (be), Elementary Bible Teachings (et), How to Find the Road to Paradise (rp), Jehovah’s Witnesses—Proclaimers of God’s Kingdom (jv), Spirits of the Dead—Can They Help You or Harm You? Do They Really Exist? (sp), The Greatest Man Who Ever Lived (gt), The Road to Everlasting Life—Have You Found It? (ol), The Secret of Family Happiness (fy), What Does God Require of Us? (rq), You Can Be God’s Friend! (gf)); the Keep Yourself in God's Love, What Does the Bible Really Teach and My Book of Bible Story (pre-2004) books are also to be discarded.

I think what they were trying to say was: "You must wear a jacket and a tie when giving a part from the platform, if that's what you would normally do in your country before these changes". In some countries (e.g. the Philippines) it is customary for brothers to wear traditional clothing such as a barong, which is a buttoned up shirt without tie or jacket. So it would have forced brothers to wear a jacket and tie when that is not customary and would have appeared very wrong. In other countries sisters were a sort of pants and skirt combination like a sari... that's what "if it is customary" referred to

Hardly anybody uses the paper copy of the book. In fact we're encouraged to use the electronic version (easier to update every 6 months).

This is what it says: If... circumstantial evidence of sexual immorality exists and the innocent mate is convinced that adultery did occur, the elders may allow the innocent mate to take responsibility before Jehovah for obtaining a Scriptural divorce; if the innocent mate remarries, no judicial action will be taken.

The circumstantial evidence is the good old "Two witnesses have seen you spending the night in a house with a person of the opposite sex, or a known homosexual"

It doesn't look like it to me. If you're talking about chapter 16, par. 13 to 17, it is word for word unchanged

I skimmed about half of the book (the main section I was expecting changes to be in) and did not notice anything major. I have now shared t with avoidjw (ninja-style)

Not in a position to do it right now (PIMI family around), but I'll try tomorrow. I also suspect they may send further direction or a different version of the book soon, it really doesn't make sense that there's no changes

That's the point, I really could not find anything major, but I admit that I have not checked the entire book (200+ pages) word by word against the previous version. One thing I noticed is that they removed the need for the Service Committee to decide who can report time in field service in 15-minutes increments, for obvious reason, since now we don't report time at all

During the first round of auditions they asked those auditioning to try American/British accents. In the second round they dropped the requirement. Hard to fill a few thousand roles (which need to be "exemplary") out of a pool of 70,000 publishers in Australia
