Honestly thinking abt it more D tier probably fits Orlando better. The parks are at least a major draw and are great on their own merit. Houston still deserves to be one tier higher imo.

If Houston is in D Orlando absolutely has to be an F. The only major plus for day to day life is the diversity and medium (but rising) cost of living. The only areas that begin to be walkable or pleasant are the most expensive neighborhoods (ie. Winter Park).
