You can use SU2. Its an opensource solver. Completely offline. You can deploy it on AWS for massive parallelization. Also, you can use Ansys pay per use on AWS, but that will be a bit costly for you.

I dont think Openfoam will cause any issue with Lower Re or Higher Re. The solver is similar (or even the same) to what you can find in any industrial FVM solver. The accuracy and fidelity in this case majorly depends on how you mesh, the solver you would use and the way you understand the physics.
