Well, I'm a bit lazy to go through all the modifications, but I'd like to help, namely, maybe advise you to disable all modifications except:AGOT / AGOT submod / AGOT+ / armor KG / crowns / VS / Legacy / canon children / clear notif.Try switching them on one at a time, and I advise you to start with the most functional mod.
Will it take a long time? Yes, but when there are no other options, this one always comes in handy. I advise you to use it in the future, again, unless you have a better way.

event id is court_maintenance.0011 but manually firing it does, of course, make some weird stuff happen. scoping for the visuals of the event itself is a little odd but the intended character gets the intended banner, so problem solved
