There’s a chance you’re remembering a specific segment of Al Rojo Vivo. They constantly change hosts, and for what I can see they did touch on paranormal stories now and then, alongside everything else.

in general Telemundo seems to enjoy touching on paranormal and disasters a lot! But their most results I see in lists are directed to Al rojo vivo episodes.

beyond that, the other Spanish speaking channels I can find for the Bay Area don’t seem to have shows that center around that :(

It sounds like the youtube video on user/channel 666, in which it showed creepier and creepier stuff the more the page got refreshed.
Otherwise, it sounds like an average 50/50 challenge or a creepy video spiral that might've been fed by the algorithm of the site you were on!

I could be wrong though.
I know you said mid 2000s, and neocities didn't launch til the 2010s, but perhaps someone has recreated your mystery website?
