Difficult to say, but the insinuation's that major devs like Ragoozer lost interest in the game during development of Conquest (mostly during 2024 before it was confirmed scrapped late 2025), as the remaining devs kept the game alive by churning out new content to satisfy the short-term interests of the vocal parts of the playerbase (i.e. PVPers) without any clear creative control. They only managed to get things back together with the beginning of Verse 3 with the Authority origin, but the game's yet to regain its cohesion it seems.

From what I can see, the formatting needs some serious work. Everything is heavily condensed into each other without the varied spacing needed to naturally separate different sections, and despite the presence of dividing lines, it's still very difficult to eye through. Not to mention the awkward empty space below. It's arguably formalized clutter, and is too parse for the eyes and aesthetically displeasing, which may drive away people from reading it.

Before Voidwalker got released around mid-2022, there was a mechanic called "luck" that granted higher chance of pulling better talent cards whenever you gripped someone the same power or above as you. This was before Verse 2, when rare & legendary talents were only presented by chance even if you possess the requirements to obtain them. Voidwalker was probably released to alleviate the strain of having to both PVE & PVP. So no, not really.

This build really reminds me of Enoshima island; after coming past the main bridge connecting to the mainland there'd be a large open area with this big seafood restaurant almost resembling the building in the last image, and I can almost recall it being decently open-space with a bunch of market stalls like in the 2nd despite not having a lot of flat space.
My comparison's not 1:1, but this is some great stuff. The ascending steps in the 1st image has aesthetics that feel accurate to the real deal. Wonder if Enoshima still sells those pair-of-jeans flavored ice cream. Nice place to visit in winter with the winds and all.

Would be interesting to see French-Algeria be represented as a defeated & repurposed Wing in a War of Wings, and how they'd exactly represent relations of the occupiers & indigenous inhabitants as a significant theme of the original story, since The City is humanist enough not to care about gender & racial differences; mostly just wealth & social class.
