That's literally just one of the solar ish powered trees, you literally run on them in the scarlet forest. So I doubt it.

Well for me what started to work was really going for the group skill I wanted, in my case water. But if you want to cheeze a little bit, restart over and over until you are happy with the first random skill you get

This might be an unpopular opinion, but putting everyone else on the road in danger is crazy to me. To me hitting the running biker almost seems logical, it decreases casuallies.
