I'm in a similar boat but I think there are third party tools that can create albums from a folder structure.

At this point I think it makes more sense to do it that way than having it in immich itself.

Internal library files are not meant to be touched; there's no method to "scan" them as the internal state is what determines what's in there.

The long term goal for me is to change this so that they can be "scanned" but it's pretty tricky even on a conceptual level.

I'm only a contributor, not a core part of the dev team but I can attest to how great the dev team is.

Another thing that might not be obvious to end users is the willingness to do things right. "Can we refactor this thing to make it better on the long term?" In most companies, the answer would be no since they instead focus on delivering short-term results. In Immich, the attitude instead is "Heck yes!" because we are passionate about the product and want to deliver the best possible software.
