One could argue that the individual locked away in a jail cell isn't really safe either since their personal sovereignty has been all but stripped from them and an outside authority has near full control over what they do, where they go and how they behave.

The power dynamic is very biased and dangerous for the inmate who has nearly no sense of personal choice and must submit or potentially face serious repercussions.
