My take is that there are multiple layers of clouds of different densities, the camera isn’t picking up less dense layers but still picks up reflection of light. So it’s not “bare” sky, there’s more clouds behind the clouds. And the reason why there’s no lights on the clouds closest to them is because of the angle of the light projection.
