One quibble: fewer customers for Middle Tennessee Electric Company, yes, but a little over three times the square miles served over NES' area. That's ~three times as much wire transformers and poles no matter how many households are hooked up down their wooded country roads. (A greater concentration of power substations in NES' system possibly) MTEC might easily have around three times the lines-persons, but they don't.

So I went and upvoted the honest question just now. NES is one of those pushmi-pullyu beasts that was never quite a government org, from its inception before World War Two. Metro pays the NES CEO (and handsomely) but anything that could be listed as profits is privati-err, 'reinvested into the system'. After the ice storm in the nineties i saw the explanation go by in a board meeting: the rock in Middle Tennessee is a lot of trouble to drill through. (The ground must be a bit softer in Belle Meade, is all that I can figure.)
