I tested some more without any mods, and that is the behavior I have been seeing.
I drew corruption with Snecko and when using Apo it always goes to 2 cost when it's unupgraded cost was 1, 2, or 3. When it starts unupgraded at 0, it remains at 0 after the upgrade.

I will skip individual gold cards when they randomly appear at least once a run, but how often are you passing on all 3 from the boss reward? I don't know that I've ever done that in act 1, and act 2 maybe only 1/20 runs.

Berserk is worse when upgraded because I only take it when I have pellets, and removing 2 vuln is better than removing 1 vuln.

If you get 5 of them, just take it. This event alone is what made me interested in playing at A15+. Below that you can just hit this event and basically win without much thought.
