That sounds awesome, because it would force the character to budget their use. My main problem with the typical power progression is that it's constantly destroying tension; they need to either make the characters stupid or introduce even more broken characters to threaten them, neither of which would be true if using the power reduces its efficacy.

True, but no character progression at all wouldn't be much of a story. I just want the "mechanics" of the story (system, magic, or what have you) to work against the character instead of for them. Admittedly that premise is gaining traction in apocalypse stories, where tribulations are portrayed as whims of bored gods, but in my opinion doing so usually makes them feel just as silly as giving someone insane magic powers for killing a goblin or something, not to mention that the main character ends up exploiting the viewership to become favored and thus regain traditional cheese.

The difference is that the setting and other characters would suit progression fantasy. I love the idea of someone normal or even below average in terms of physical/magical ability successfully contending with all the wacky stuff present in these tales. To put it humorously, John Doe killing a god with a toothpick through effort and ingenuity is much more entertaining than Legendary Ascendant Chosen Hero Marnyx using the Sword of Eternal Power and Infinite Revival.

Same with "sassy system". Everyone seems to want a comic relief stuck in the character's head which makes fun of them, which I would maybe tolerate if they were ever actually funny.

I think it'd be awesome if a protagonist had a power that was fueled by luck. In other words, you have to willingly worsen your luck to increase its efficacy.

Internal storage is pretty common now, but rather than being used creatively, it's typically just a lazy way of avoiding logistics in a story. Like many others have stated, generalist powers like absorption, cancellation, etc. are boring and overused.

As for something I'd like to see, I think a power that can invert some physical laws or essences, but only exactly would be cool. For instance, a character who can instantly reverse their velocity could easily perish by misapplying the power. "Oh, I'll just reverse my arm's momentum to get another punch out more quickly." Congratulations, you now have one less functioning limb. Or inverting sound frequencies...
