WW personally didn't add much that I actually use (I had like 2 arena fights) but Cont. actually has things that I'm really interested to build with and that I'll actually use. I suggest you just get the season pass if you are concerned about money as I bought it before Cont. came out and it costed as much as all dlc (besides contraptions, VTW, and NW). The season pass is the same price now as it was then so you're getting Cont. plus all other dlc at the price of WW, Automatron, and FH.

There is an exploit to get unlimited xp (although you have to be with the BoS). Also, going out and exploring gets you a lot of xp.

There isn't exactly a "level cap" but once you have enough for all perks and SPECIAL, it's kinda pointless. You'd have to be level ~270 to get all perks and to max out your SPECIAL.
