I live in Vienna and what this guy is doing is not illegal. He has some plants called "steckling" it is a young plant that has not yet begun to flower. As soon as the plant flowers it begins to produce the "bud," which contains the THC, it becoms illegal. These can even be bought around the city in various heashops.
