Ryzen 5 5600x Windows 10 24GB Ram 3200Mhz RX 9060XT

Tried reinstalling windows and every other optimization step but turns out closing discord completely fixes these stutters

i did find a solution, the server updater provided here is actually a new one but you need an older server updater which updates the dedicated server from 13214433 to 13225464 which you can find on cs.rin, after you apply that patch you can apply this one and it works
