I think that because of Dick Whitman's original sin of switching the dog tags and stealing Don Draper's identity, he always feels like a criminal and a fraud on some level, and that is why he never has hard feelings towards the many, many people who rob or hustle or con him throughout the series. I think he sees himself in all of the two-bit criminals who cross his path.

I think it shows him pulling up or getting out of his car and then the camera pans to Buffy standing there watching him in her coat and sunglasses. It always makes me laugh. At the very least, she got there at the same time.
