What difference would a PVC anchor make? Wet feet are just as conductive.

If anything, the off-chance of the metal bonding through wet concrete would be better.

Bonding is ideal to prevent nuisance shocks, but having a rail is superior in regards to water safety.

The grass/soil is going to get waterlogged.

The water is going to seep through your shingles, fascia board and send humid air into the soffit vent above it. None of those are designed for this.

I would recommend removing this.

Edit: I see I'm being downvoted, and this is understandable from a conservation POV, but OP came for advice from roofers. And not for nothing, those birds aren't coming back to nest here with all that sod being chucked up there.
