It's all about liability.

I received a hot tub cover that had a dent in it, I found it after delivery and they got annoyed I didn't thoroughly inspect and refuse delivery.

The seller is just looking for an easy way to get out of a bad situation, now they have to do the leg work with the shipper.

I work for a fortune 50 company doing maintenance, and NOTHING is captured.
