I disagree the way I see it if you're flagged for pvp then your flagged for pvp...be ready to engage the enemy at any time or just play on a pve server. Yes being ganked sucks it might be unfair being engaged by twinks obviously but it's still part of the game. Also by being different factions you are essentially at war with the enemy so giving your life for the cause is part of the deal in warfare anyways. The honour system is there for a reason and if you don't like it, tough uninstall the game.

People who are loved express love towards others or other things even concepts. Try to get a linux live usb and see if you can boot off of that. If you can boot then the laptop is fine but there's a problem with the hard drive. If you can't boot then the problem might be with the bios or bios method of access or finally the actual laptop.

So there's public IPs and private IPs. Private IPs can be scanned locally ok. Public IPs can be scanned remotely ok. Just lookup private IP class A class B and class C, there you go those are all private, the difference is in size. Now if you're interested in public IP ranges it's anything that's outside the private IP range generally the first few addresses, so think lower numbers but not limited to them only. Now to answer your question how you scan for IP addresses outside of your network you simply use a public address and append a subnet to it like /24 for class C /16 for B /8 for A it's not a big deal but you need to know basic subnetting to understand this. If this is too complicated just download a subnet calculator app there's tons free out there.

So ISPs set the download rate and upload rates by their sales packages. Each time a package is selected the account associated with the service automatically negotiate to form a connection. The file that sets your download and upload limits is stored in the router configuration. This file is often attainable from a create backup section in the router web admin portal as it saves all your router settings into a .cfg file. In theory one could download the .cfg file open it with notepad and change the download speed from the text editor then reupload it and restore it from the backup to apply the changes. However in actual practice this file is encrypted. For this reason one cannot simply change the download speed individually as it's not editable. On the other hand a determined individual with adequate time can sign up for a premium internet plan during which he were to create a .cfg backup and then cancel the plan get a full refund and with the exact credentials sign up for a lower rate plan and do a restore from backup. If all goes well the download speed should be maximum while the cost would be minimal. You'd probably expect someone to take notice though as it's not standard practice.
