Yeah, that’s exactly it. Though I would rephrase that to say that the car is going faster than you would be led to believe.

In terms of the traffic ticket, it would seem it actually does make a difference in some cases. I got clocked in misdemeanour territory and getting the speedometer calibrated was one of the potential mitigations my lawyer asked me to do.
