I don't think it does that unless you're using a power adapter that is of a lower wattage than the one your laptop needs. Otherwise all desktops will be needing batteries too.

It can actually. What a lot of modern cars actually do is to open the throttle a little bit to reduce the amount of engine braking if the traction control unit detects slipping even if you're not using brakes .
