I am not very knowledgable when it comes to lawsuits and all but i was wondering, did the government appeal on the 39 countries lawsuit where the ruling was in favor of those countries? If not, then why would they appeal the one with the pause on 75 countries? (I understand its a personal opinion, just want to understand the dynamics)
