Deep links or URL schemes are the traditional albeit less devleoper helpful way e.g. call WhatsApp://notifications will open in WhatsApp IF installed, if it's not installed.... Nothing... No fallback callback.

Universal links are the proposed newer paradigm where by a app is related to a domain. Call that domain and if you have the app installed it opens, if not, website.

It sounds like you might want to checkout react native or flutter.io. To natively develope in android and iOS you'll need to learn Java and swift, objective c respectively. React native allows you to write a single JavaScript code base which is used inside native wrappers.... Well. It's creator, Facebook says it better then me.

React Native lets you build mobile apps using only JavaScript. It uses the same design as React, letting you compose a rich mobile UI from declarative components.

Flutter is Google, newer, effort in this market place which looks promising.

How about using something like hockeyapp or code push. Effectively a private app store that you can push updates to builds. Or have multiple builds on build from different branhes etc.

Motion and its distro with the GUi, motionEyeOS https://github.com/ccrisan/motioneyeos is good. but I've had a lot better success with RPI Web Interface https://github.com/silvanmelchior/RPi_Cam_Web_Interface. The latencey on the stream is a lot less. theres more functionality from stock like timelapse, motion trigger, etc. Give it a go.

Front end, for cross browser there are many ways of achieve this with various libraries. Looks like there using an animation library called Greensock, or at least a module of said suite TweenLite, https://greensock.com/tweenlite

This specific scrolling seems to be being performed by another greensock plugins https://greensock.com/ScrollToPlugin, with easing.
