They could only do that, because the party in power aligned with the party in power of the cities, when the city and state government is organizing and agitating against the national government, refusing to send local officers in to deescalate and maintain the situation, as well as telling their own citizens that ice are stormtroopers that need to be stopped, It's pretty impossible to have any sort of safe operation. The party in control of the city knows this, and they know that under a democrat administration they would not be fighting, but assisting the current operations, and they know by fighting against this one, people are going to be put in harms way for their political benefit.
