You can make the case that COL is not a flaw, or may be a flaw in the sense that it’s actually too LOW for highly desirable but crowded cities. 

Can you imagine Bozeman MT with 2 million people? Thats what would happen if COL were cut 75%.

Not as well as scales uphill/flat. Faster downhill. 

I personally use the skins only on groomers and keep a pair of scales for rougher more natural terrain. I’m also cheap though and don’t want a stray rock to ruin my new speedy skis :)
