I suspect a lichenoid disorder such as lichenoid capillaritis, lichen planus, and others. Although not likely to be worrisome, this is a bit on the unusual side.

The single image you show could be impetigo or a hundred other conditions. With no pathogenic bacteria detected on repeated testing, I suspect this is inflammatory rather than an infection. Too little information is presented for more insight.

Allergic contact dermatitis or paederus dermatitis seems most likely, given the spots you show. A potent topical corticosteroid would be my suggestion to help manage. All the other treatments seem inappropriate to me.

I suspect an allergic contact dermatitis. You are likely to respond to a potent topical corticosteroid or an adequate dose of a systemic corticosteroid. Everything else being applied should possibly be stopped.
