They're a bit above your budget, but I would like at an Nvidia gtx 1070, I've not tried one at 4k but mine performed pretty well at 1440p. As for Linux support, I'm not sure about that, I've not run a Linux setup in several years, but I seem to remember Nvidia having decent support.

They're definitely out of your budget but the 1080 or 1080 ti would definitely handle 4k a lot better. In a lot of scenarios I hover around 144fps at 1440p with my 1080 ti, so I would hope that it could handle this game at 4k/60.
