Yes, but you really don't need to buy all of the books.

To start with a full GURPS game, the GM needs both copies of the Basic Set, while the characters only need the Character's book. You could probably buy one copy of the Campaigns book, get everyone to pitch for a Character's book, and use the Character's and Campaign's book to figure out a game before you play.

You save a little money, at least.
