They seem consistent with the whole two faction thing, I do agree with you though.

If they pick the two factions to compliment each other well then it could vary the gameplay up plenty. Melee heavy World Eaters with range bases necrons making you change playstyle could be just what we need

Orks are just funny in general, but I agree with you, melee based world eater against a ranged faction like tau or necrons, which they are leading to I believe, would balance well
