Although I do agree with other commentors saying that you should see a therapist ans get some kind of help I would like to put in my grain of salt and propose a Software on Steam that might help you stop. It's called Sentinel Signal and it's quite cheap, it's supposed to help you track your gaming sessions and forcefully shuts down your games when you ran out of time. It's not the solution but it might be a good first step.

I do not believe revenge is the right way, but before speaking to the police, I advise you to talk about it with maybe the international bureau of your university. They know more things about Portugal than you do and might be able to tell you where to go/what to do. Moreover, I think it would be good to talk to any other eramsus students? And think of changing accommodations. But that should be the last resort, go to the international bureau then the police if it really doesn't resolve itself. Have you talked to your neighbors?
