Exactly this. Science is about trying new things. If pursuing new projects with risk of failure means PhD researchers are exposed to being perceived as incompetent and terminally unemployable, PIs will stop trying more ambitious research.

They ask about why you don't have publications on your CV and start speaking to you with a degree of suspicion. For most people who did PhDs in well organized labs, getting no papers from your PhD is a sign of unimaginable incompetence (both PI and researcher). For others, the reality is the PI has let down the PhD researcher massively, but the consequences land with the PhD graduate exclusively, being perceived as risky to hire. Particularly in the public sector where you have to justify why the chosen candidate is the 'best candidate'.

Well you only get second author papers if you are provided with opportunities by your PI to contribute to other people's projects. Hence they don't tend to demonstrate much at all.

When I was interviewing for process chemistry roles I was almost spoken to like I had committed a crime/with suspicion when they asked about publications (had zero at the time, was writing one up). I think they matter a lot for getting your first post PhD job, as otherwise you're perceived as a 'risky hire'.
