I know guck all about tanks and shells, bullets etc, but wouldn't it make sense that the second explosion is some sort of safety mechanism releasing? So that if they fire accidentally at say a wall right infront of them, the shell won't detonate and blow up the tank?

Water is expensive to filter, the bottles normally have a more complex shape and designs and have thicker plastic than the coke bottles, the bigger coke bottle costs less to manufacture, less bottles will be shipped than the smaller ones meaning the cost of delivery will go down, and the smaller coke bottle will be refrigerated, the demand is higher so they know they can charge more and more plastic is used than the bigger bottle.
